Overview
I have over 50 years of experience in strategic planning, scientific and engineering program leadership, enterprise-wide metrics, program evaluation and process design. I have had the opportunity to apply these disciplines in university, government, and private sector settings.
Objectives
I employ a facts and measurement-based framework that explicitly identifies the benefits, costs, and risks associated with programs/decisions. This often involves modeling and statistical analysis. The framework is instantiated in an implementation plan, is verified through the collection of baseline and outcome measurements, and results in actionable information. This approach recognizes that a program’s success is based on the focused efforts of the program staff as well as the program clients and beneficiaries.
Approach
While I’m a strong believer in the process of a team effort, I also recognize the need to provide the information and tools needed to make progress. Consequently, I provide the plans and data collection/analysis methodology that creates a structured environment to keep the effort on track and focused on the ultimate goals of the program.

I received my Ph.D. at Michigan State University in Industrial and Quantitative Psychology.

I have over 40 years of experience in business, program/project management, process development/improvement, information systems and applications design and development, effectiveness measurement, team development/leadership, customer relationship management, nonprofit management, and museum design and management.
Objectives
I provide a disciplined and team-based approach to program management. I ensure that the team participants are fully engaged and that the team benefits from each individual’s contribution. I prepare the data, information, objectives, and action items needed to conduct a productive team meeting and to complete the assignment within cost and schedule.
